I have found the same problem. Having sent hundreds of requests, these
have either been blocked as spam or have been turned down because of a
poor page rank. The only solution is to submit to as many top quality
directories. Also try and join forums and add your site to social
networking sites or write one two articles and summit those. Once you
have a page rank of 2 or 3 then things should become somewhat easier
for you to approach businesses. Personally I wouldn't get carried
away with reciprocal link exchanges, look for one way links. There's
no quick fix for this, just lots of effort and patience.
