It all depends how "secret" you want the new site to be.
- Using robots.txt can be usefully completed by placing in the <head>...</head> part of each page a metatag
<META NAME="ROBOTS" CONTENT="NOINDEX, NOFOLLOW">
 
- Note however that NONE of these action totally guarantees that the page wll not be indexed (nor accessed by some curious people).
 
- If you really want this site to stay hidden, I would suggest that you place some password connections scheme, eg with htaccess, see http://httpd.apache.org/docs/1.3/howto/htaccess.html#auth
(ignore the first sentence which suggests to change Apache config)

I didn't said that without using extension you can't rank in search
engine. I said that I've seen major website using extension like
(.html or .php) and they are ranking good compared to those site which
are not using extension.

"May be search engine give priority to the one with extension" That's
my observation.

Hi,

Whatever design you change let it be. But keep the filename as same as before.

So, the content and design alone will change now.

And if you are changing from say .html to .php means in the filename so better you too 301 redirection or use meta refresh tag it will help the google to re-index your site faster.

If you just changed the style but not the content (icluding the semantics), the Google will not downgrade you, and maybe improve your grade if the page load is faster and/or the semantics easier to understand.
 
BUT the <h1> <h2> etc do play a fundamental role in the semantic (the meaning of the content). From what you write, you have seen only the "decorative look" of these tags...
 
So rewrite your texte with the <h1> and <h2> etc that are needed.
Also try to avoid <b> and replace it by <strong> and avoid <i> and replace it by <em>
 
At the beginning of the web, the look was used to express the semantics. Today, these are handled in separate ways, and you can decide to use whicherver look for any of the semantics tags.
eg, place in a separate css file (wthout the <style> tags) or in the <head> portion of a html  page
<style>
  h1 { font: small-caps bold 24px/20px Tahoma, Arial, sans-serif; color:red; border-bottom: 1px solid black}
  h2 { font: bold 20px/20px Tahoma, Arial, sans-serif; color:blue}
  strong {font-weight: bold; color: red; background-color:yellow}

Then you you might have text like

<h1>This is a top-level heading using the defined style for H1</h1>
.... text is <strong>important</strong>....

and I'll recommand to add extensions .php or .html like,

1) I also had the same experience with my site. I changed my website
template and my website is down in google but it have no effect in
yahoo and bing.
2) Yes, <h1> tag is very important in SEO
3) I already said <h1> tag is very important in SEO. You should also
use <h2> and <h4>
4) It depends on your temlate how you can use <h1> with or without
class, but you must use one <h1> tag and not to use more than one.

Thanks for your email. Yes some times implimentation of new design may downrank your site. There are several issues which may effect your rank.

1. Make sure your <tittle> is at the top just after <head> tag... so it would look like <head><title> title site </title><other meta></head>.
2. Make sure you use text links as much possible instead of link buttons.
2. <h> tag is the most you may stylize your heading it doesn't harm your rank.
3. use of "title" and "alt" text in your images.
4. Make sure your keywords in your site content is bolded or italized.
5. It is always better to use your most focused keyword number of times without making google angry... so you may go with adding footnote...i.e your keywords in the footer (even better for you to link with your internal page which match your keyword.
