you might try a different tactic. I did not test it so cannot be sure it works:
- create a blog with Google on blogger.com / blogspot.com
- wtite o,ne post a day for 10 days
- then submit your blog to adsense using the "monetize" tab in blogger.com

If you have blog it should be live for atleast 6 months. In case of site it should be atleast in one year to get the google ads. So, please check the domain age and try it.
