Writing url codings that will cause a search engine to produce listings appropriate to all worldwide localities reached by the web.

I am producing a website on environmental themes and want encourage
readers to conduct their own locally based research. For instance, I
would like to produce links that will open search engine pages on such
terms as : "locally produced", "* beers" and "energy efficient
transport" OR "energy efficient vehicles" OR "energy efficient cars".
I appreciate that from my home in England I can enter
http://search.yahoo.com/search?p=%22rail+travel%22 in the address bar
and Yahoo will add the code uk. to produce http://uk.search.yahoo.com/search?p=%22rail+travel%22
and a localised search.
My next trouble is that, being environmentally minded, I would prefer
to use http://blackle.com/.
Blackle instantly produces results such as
http://www.google.com/cse?cx=013269018370076798483:gg7jrrhpsy4&cof=FORID:1&q=%22rail+travel%22&sa=Search
and it seems to be possible to shorten this down to
http://www.google.com/cse?cx=013269018370076798483:gg7jrrhpsy4&q=%22rail+travel%22.
I know that the Blackle codes will produce local results in the United
States but, for some unknown reason, Blackle do not have a dedicated
website for the USA and I am left to wonder whether they will produce
local results in other locations in the world.
I would be grateful if all readers of this post could please check the
use of the following codes:
Yahoo "rail travel" http://search.yahoo.com/search?p=%22rail+travel%22
and
Blackle "rail travel" http://www.google.com/cse?cx=013269018370076798483:gg7jrrhpsy4&q=%22rail+travel%22
and then post replies to say whether they also achieve local results
on each search.
If anyone understands the numbers in the Blackle (Google) search it
would be great if you can post details of their relevant functions.
As a last point I'd like to be cheeky and ask you to give my site a
visit at http://www.attempts.org.uk.
I naturally hope that you find the contents of interest but will also
be grateful for the resultant improvement of the sites search engine
rankings.
